District Judge Kessler Soh’s Corruption: An Overview
District Judge Kessler Soh has been named in Carissa’s letter to the AGC, sent on 27 March 2023, and published on 5 April 2023 via her Facebook. In this letter to the AGC, Carissa mentions:
“I further submit that I have become aware of a particular District Judge Kessler Soh Boon Leng who is presiding over the criminal cases for both Mercury and Harvey, and having come to learn further details about his involvement, I have lodged both a CPIB [Corrupt Practices Investigation Bureau] complaint and an SPF report on several matters concerning him and other persons…”
Carissa has also published a letter sent to President Halimah Yacob, sent on 1 May 2023. Carissa released it publicly on her Facebook on 4 May 2023.
In Carissa’s letter to the Istana, District Judge Kessler Soh is mentioned:
“In view of the numerous incidents I have come to learn further details of regarding District Judge Kessler Soh Boon Leng, the presiding judge for both Mercury’s and Harvey’s pending criminal cases, I have named him as one of the persons in my CPIB Complaint, and await the progress and completion of the necessary investigations into my complaint on the relevant incidents…”
Since this is an ongoing situation and the victims’ lives are still all at risk, the full details and pieces of evidence submitted to Corrupt Practices Investigation Bureau (CPIB) cannot currently be publicly disclosed. However, we note that corruption is a major allegation to be made against a judge. It is risky. Carissa has nonetheless taken the huge risk to put the major involvements of District Judge Kessler Soh’s corruption on the public record, because it is substantiated by corroborated evidence from various sources.
We will detail the major involvements that District Judge Kessler Soh has done to intervene in both Mercury and Harvey’s criminal cases.
Most urgently, District Judge Kessler Soh is expected to become Harvey’s judge tomorrow, on 5 May 2023 (Friday) at 10am, for her Protection from Harassment Act (POHA) Section 5 charge. The victims expect that Harvey’s bail quantum will be increased to $20,000, which is four steps up from Harvey’s current bail of $10,000. This means that Harvey will need to have an eligible bailor who is able to put down $20,000 in cash tomorrow.
If tomorrow proceeds without widespread public awareness, Harvey will be remanded and sent to the Institute of Mental Health (IMH) for psychiatric assessment, for fitness to plead. Being sent to the IMH is completely unacceptable in Harvey’s case because it is the same place where Harvey was raped in 2014. The IMH is a major source of her intense trauma. This will be severely catastrophic and disastrous for Harvey.
District Judge Kessler Soh’s Corruption Involvement #1: Leaking confidential documents from the Community Justice and Tribunals System (CJTS) to Mercury, and abetting Harvey’s grandmother’s murder
Jia Min and Carissa both filed Protection Against Harassment Act (PHC) claims against Mercury on 1 September 2022. They received Expedited Protection Orders (EPOs) against Mercury on 5 September 2022. Harvey then filed her own PHC claim against Mercury on 5 September 2022, and had her EPO heard and granted on 8 September 2022. Harvey then served her own EPO electronically on 21 September 2022. For a fuller timeline, please refer to our first post.
On 18 September 2022, before Harvey had even served her claim form and EPO onto Mercury, Mercury was somehow able to submit a reply to both Jia Min and Carissa’s claims with confidential information that she should not have had access to. In her official reply uploaded by Mercury onto the CJTS portal, Mercury wrote:
“I would like to add that Miss Vickreman has attempted to, on or about the 1stof September, 2022, filed a PPO [sic] against myself as an act of revenge for filing PHC/10295/2022 against her, but the case was dismissed by the Honourable Judge Jill Tan on the 8thof September, 2022. I believe this matter and PHC/10322/2022 are filed with similar intentions of harassment and revenge on behalf of Miss Vickreman. I am therefore requesting for this case to be thrown out.”
(Note that Mercury stated the date and outcome of Harvey’s EPO hearing incorrectly. Note also that this reply is on official record with the State Courts, as it was filed on the CJTS portal.)
This means that Mercury was somehow aware of Harvey’s EPO – three days before Harvey had even officially served Mercury her claim form. Moreover, Mercury was able to name “Judge Jill Tan”, which is confidential information that Mercury should not have had access to, as hearings for EPO applications are ex parte proceedings. Only the Claimant of the case (i.e. Harvey) and the presiding judge (i.e. District Judge Jill Tan) should know that the EPO hearing happened at all.
Thus: How did Mercury gain awareness of private court proceedings – days before she was officially served the documents on 21 September 2022?
We understand that District Judge Kessler Soh (who has access to the CJTS portal as a judge) had leaked confidential information to Mercury.
Other details leaked to Mercury include the date of Harvey’s EPO hearing on 8 September 2022. Mercury was thus able to plan and execute Harvey’s grandmother’s murder on the same day, to coincide with the EPO hearing. In fact, Harvey received phone calls alerting her to her grandmother’s critical condition right after the EPO hearing concluded. Please see this post for details.
Involvement #2: Volunteering to preside over both Mercury and Harvey’s criminal cases
District Judge Kessler Soh is the current judge presiding over both Mercury’s and Harvey’s criminal case. We understand that District Judge Kessler Soh undertook this voluntarily, as he intends to hand Mercury a light sentence, and a severe sentence for Harvey.
We understand that District Judge Kessler Soh and Harvey have a long-standing history of enmity. District Judge Kessler Soh was responsible for Harvey’s remand to IMH in 2014, which is where and when she got raped.
Harvey has posted multiple Instagram stories regarding District Judge Kessler Soh over the past years.
We also understand that District Judge Kessler Soh had filed police reports regarding Harvey’s Instagram stories.
Despite the clear conflict of interest between District Judge Kessler Soh and Harvey, especially with the former literally having filed police reports against Harvey, District Judge Kessler Soh still insists on presiding over Harvey’s case. Why was this allowed?
Involvement #3: Abetting the murder of Harvey’s grandfather
Recall that Harvey’s grandfather was murdered by poison on 26 December 2022. Mercury had slipped into Harvey’s grandfather’s home while the gate was unlocked, and had slipped methyl iodide into a pot of coffee. The poison was intended for Harvey’s own death. However, Harvey was not actually in the flat at the material time and had not consumed the coffee. As a result, Harvey’s grandfather was poisoned instead.
We have come to understand that the supplier of said methyl iodide was District Judge Kessler Soh. This was then handed over to the father of Harvey’s rapist, Mohd Nordin bin Abdul Samad, and then handed over to Mercury, who committed the murder.
Why, then, is District Judge Kessler Soh still allowed to preside over Mercury’s and Harvey’s cases? We urge the court to dislodge District Judge Kessler Soh.
How will Mercury’s victims get justice if the presiding judge who makes decisions is so firmly on Mercury’s side and already hugely biased against Harvey’s?
